In compliance with the provisions of Ministerial Order HAC/1177/2024, approved by Royal Decree 1007/2023, SiteMinder Limited declares that it is responsible as the producing entity of the Invoicing Computer System (SIF) Little Hotelier, for compliance with the provisions of article 29.2.j) of Law 58/2003, of 17 December, General Tax Law, in the Regulation that establishes the requirements that computer or electronic systems and programs that support the invoicing processes of entrepreneurs and professionals must adopt, and the standardisation of formats of invoicing records and the corresponding documentation in the electronic headquarters of the State Tax Administration Agency (AEAT).

Description of the invoicing computer system (SIF)

The Little Hotelier SIF is a cloud-based Property Management System (PMS) developed by SiteMinder Limited. It enables billing and invoice issuance for small accommodation providers and is designed for use exclusively in VERI*FACTU mode.

This system, composed of core PMS software functionality (hotel configuration, reservations management, guest management and reporting) integrates with fiskaly Iberia SL’s SIGN ES API, which serves as the compliant fiscal module for generating and transmitting billing records to the AEAT in real time.

The system, through this integration with fiskaly Iberia SL captures invoice data, generates billing records with proper SHA-256 hash chaining, sends billing records to AEAT automatically using fiskaly Iberia SL infrastructure and embeds QR codes and “VERI*FACTU” phrase on all issued invoices.

Among its various functionalities, it allows the generation and submission of invoicing records to the Tax Agency, incorporating the legal requirements and technical specifications established for computer systems involved in invoicing processes, guaranteeing the traceability, integrity, and authenticity of the records in accordance with applicable regulations.

Little Hotelier allows its use by multiple tax obligors, which are managed and identified individually within the system, ensuring the chaining of billing records in accordance with what is established in the Royal Decree.

Despite not being a mandatory requirement for operating systems in “VERI*FACTU” mode, the computer system Little Hotelier additionally and voluntarily implements the incorporation of an advanced electronic signature conforming to the XAdES standard in each invoicing record, thus reinforcing the guarantees of integrity, authenticity, and traceability of the generated data, in line with the principles of technological reliability required by current regulations.

The producing entity of the computer system, with corporate name Siteminder Spain, SL, N0241404C (Tax identification number), with address at Avda. Diagonal, 652, Edif. D, 8ª Planta, 08034 Barcelona, Spain formulates this Responsible Declaration, under its responsibility, stating that Little Hotelier in its version 1.0.0 complies with the provisions of article 29.2.j) of Law 58/2003, of December 17, General Tax Law, in the Regulation approved by Royal Decree 1007/2023, in Order HAC/1177/2024, of October 17, and in the additional specifications published on the electronic headquarters of the State Tax Administration Agency (AEAT).

TECHNICAL COMPLIANCE

The software Little Hotelier has been adapted to the technical and functional requirements set out in the aforementioned regulations, by integrating fiskaly Iberia SL’s SIGN ES API, in accordance with its own declaration of responsibility. SIGN ES API acts as the main invoicing component, including:

  • The generation of invoicing records in XML format, both for new operations and cancellations, in accordance with the provisions of the Ministerial Order that develops the technical aspects of the aforementioned regulation. This file contains the corresponding VERI*FACTU fingerprints: chaining with the previously generated file and information about the software used.
  • These invoicing records are sent to the electronic headquarters of the Tax Agency immediately after their production. SIGN ES API provides the integrator with the necessary information for managing the AEAT’s response.
  • The issued invoice specifically indicates that it is a verifiable invoice or Verifactu and includes a QR code that must be printed on the invoice in accordance with the regulations.
